Overview
The Vermont Department of Environmental Conservation has created ECO AmeriCorps, a service corps that is actively recruiting and placing members at host sites dedicated to working with communities on water quality issues throughout the state of Vermont.  This program is on schedule to start in September 2015.  We are seeking a full-time coordinator to oversee many aspects of the program. Duties will include internal coordination with the financial operations and program staff, quarterly and semi-annual grant reporting, member recruitment, host site selection, developing content and organizing logistics for monthly training, approve member timesheets and expense reports.  This position will work with a full-time ECO AmeriCorps Team Leader (AmeriCorps member) to provide general support and oversight to ECO AmeriCorps members serving in our communities.  Other duties include assisting the Program Directory in program planning, performance measure reporting and preparing grant applications.  The position requires strong communication and problem solving skills along with the willingness to be dynamic and flexible as we start this new program.
General Job Description
Consultative, administrative, and technical work at a professional level involving the development, management, monitoring and closeout of major federal and /or state grant programs for the Department of Environmental Conservation. Positions in this class are responsible for training and technical assistance to external partners and program members, including but not limited to, municipal and regional officials, host sites, as well as program administrators, state managers and other professional staff. Duties focus on grants management, host site/member support and recruitment, as well routine on-site visits for oversight and compliance monitoring.  Additional duties include reporting, financial management, audits, procurement, contracts, outreach and events logistics. Work is performed under the general supervision of a department manager or director.

Minimum Qualifications
EDUCATION AND EXPERIENCE:

Bachelor’s degree in accounting, political science, environmental science, or business administration with course work in community development, financial management, or program evaluation AND two (2) years or more at a professional level in planning or development projects, grants management, compliance monitoring, auditing, or accounting, financial management, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Master’s degree in business or public administration, environmental science AND one (1) year or more at a professional level in planning or development projects, grants management, compliance monitoring, auditing, or accounting, financial management, or in a role with responsibility for management of financial affairs, or a governmental accounting system.
